The Street Transportation Department is seeking three motivated individuals for Civil Engineer III positions.
Development Coordination Position within the Office of the City Engineer
The Civil Engineer III assigned to the Development Coordination group will advise and coordinate with engineers and developers on civil design plan questions for private development projects consisting of residential, multi-family and industrial uses. Currently, there is one vacancy in the Office of the City Engineer.
Oversight includes:
Technical specification review and creation for city standards.
Private development technical appeal hearings.
Approvals for alternative design allowance, cost estimating for bridge, culvert, and roadway planning purposes.
Review of scope and fee proposals for various city-sponsored projects, stormwater, and drainage advisement, etc.
Small-to-medium special projects assigned to the division, i.e., roadway Impact fee analysis and establishment, long-range transportation studies, and infrastructure assessments in high-growth areas of the city.
Preferred Qualifications:
Three years of civil engineering transportation and street drainage design or plan review experience.
Two years of cost estimating experience.
Two years of experience in commercial and residential development master planning.
Arizona Professional Engineer/Civil registration is preferred by start date.
Planning and Pre-Design Position
This Civil Engineer III manages consultants, supervises city staff, and performs project management duties for the Street Transportation Department Capital Improvement Program (CIP) projects which include project planning or pre-design, design, federal compliance, inter-agency coordination, and cost estimating.
Duties include:
Familiarity with both federal- and local-funded CIP projects within and out of right-of-way.
Producing, reading, reviewing, and interpreting plans and drawings.
Producing and reviewing cost estimates, scope-of-work submittals, material submittals, and pay estimates.
Advising on technical aspects of project pre-design; writing correspondence to residents, consultants, and other city staff.
Preparing requests for statements of qualifications (RFQ’s) and proposals (RFP’s)
Reviewing fee proposals from design consultants for pre-design or planning.
Coordinating with outside local, county, state, and federal agencies.
Leading the planning and pre-design projects up to 30% design to define scope, budget, and schedule, coordinate/lead public meetings, interact with citizen groups and/or commissions.
Preferred qualifications:
Two years of project management experience for complex horizontal capital improvement projects.
Two years of experience managing consultants for capital improvement projects.
Three years of civil engineering transportation and street drainage design or plan review experience.
Arizona Professional Engineer/Civil registration is preferred by start date.
Design and Construction Management Division
This Civil Engineer III or Senior Project Manager performs complex civil engineering duties that include project management responsibilities, reviewing design plans, reports, specifications, and engineer’s estimates of probable project cost against city and Metropolitan Association of Governments (MAG) standards. generally accepted civil engineering principles, and practices.
Duties include:
Hiring and managing engineering consultants.
Managing capital improvement project budgets and expenditures.
Providing recommendations to enhance design objectives.
Ensuring that projects remain on schedule and within the available budget through the design phase of horizontal capital improvement projects.
Supervising Civil Engineer II and Project Manager positions.
Working with the construction team to ensure a seamless transition as projects move from the design to construction phases.
Ensuring value is delivered for projects moving through the design phase, provides support and collaborates as needed with the construction team during the construction phase of projects.
Ensuring all federal and state regulations and guidance are followed, particularly for projects with federal-aid grant funding.
Preferred qualifications:
Experience with federal project delivery and ADOT Local Public Agency Certification Acceptance and/or federal compliance.
Two years of cost estimating experience.
Two years of project management experience, including managing consultants.
Arizona Professional Engineer/Civil registration is preferred by start date.
SALARY
Pay Range: $93,121 - $131,040 annually.
Hiring Range: $93,121 - $118,872 annually.
