Minimum Qualifications
1. Bachelor's Degree in engineering, statistics, urban planning or transportation planning, or related planning field from accredited program; or an equivalent combination of a broad range of working experience with applicable knowledge and skills, and ability to perform the work.
2. Three years of experience defining, scoping, piloting, advancing, evaluating, and/or managing complex projects involving multi-disciplinary teams.

Preferred Qualifications
1. Public sector experience with planning, budgeting, managing and construction of transit and transportation infrastructure.
2. At least three years of professional experience in transit/transportation planning or transportation engineering, or related field.
3. Experience developing and implementing corridor bus priority plans or spot improvements to speed bus service, improve its reliability, improve the customer experience, and reduce operating costs.
4. AICP or Professional Engineer License.
5. Hands on experience in developing dashboard to monitor program performance.
6. Experience working with municipalities and supporting the development of interagency agreements.
7. Experience in a variety of transportation projects with transit emphasis.
8. Experience using relational databases and/or programming languages to manage, model, analyze, forecast, and report on operations data.

11. Must have effective organizational skills, and ability to multitask.
12. Ability to analyze and properly interpret complex engineering data and use it to support resolutions.
13. Knowledge of transportation planning and research practices and techniques.
14. Knowledge of traffic simulation modeling (such as Synchro and VISSIM), Geographic Information Systems (GIS), statistical techniques and/or travel forecasting.
15. Knowledge of related Federal, state, and local codes, laws and regulations as it relates to traffic engineering.
16. Perform other duties as assigned.

3. Strong supervision, communication, and interpersonal skills, including the ability to build and guiding diverse teams of highly skilled professionals, as well as the ability to bring people together and resolve issues.
4. Ability to perform complex statistical, mathematical, and comparative research as it relates to traffic engineering and transit operations.
5. Participate, track, and manage budget development for project and section.
6. Establish and monitor performance program performance and drive results
7. Presentation skills.
8. Develop financial strategies and funding options for new projects, including planning and preparation for grant applications.
9. Seek opportunities to partner with cities to plan, design, and implement transit related improvements to improve mobility.
10. Develop business case for project partnership and implementation.
11. Represent Capital Planning in a wide range of settings including, but not limited to, technical advisory committees, management briefings, and various forums with other local jurisdictions.
12. Skill managing relationships with contractors and consultants, providing work direction and monitoring contract compliance.
13. Represent Community Transit at relevant meetings, forums, conferences and transportation related events and associations.
Working Conditions
Light work. Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds. Even though the weight lifted may be very little, a job is in this category when it requires a good deal of walking or standing, or when it involves sitting most of the time with some pushing and pulling of arm or leg controls. To be considered capable of performing a full or wide range of light work, you must have the ability to do substantially all of these activities. If someone can do light work, we determine that they can also do sedentary work, unless there are additional limiting factors such as loss of fine dexterity or inability to sit for long periods of time.
