Minimum salary of this position is $80,281.83.

Position organizes and directs the work of employees engaged in Solid Waste Management. Work involves researching policy recommendations, regulatory compliance strategies and advising the County Commissioners. Position is responsible for public education, personnel and resource management and assuring compliance with relevant local and State regulation, including the implementation of engineered plans under state permit. This position is responsible for collection, analysis and submission of data for state regulation compliance reports; directs the maintenance of equipment; organizes and supervises the recycling program; collects and analyzes all pertinent data; monitors solid waste information sources; and keeps abreast of various solid waste strategies and initiatives, including state legislation. The person in this position is subject to hazards including working in indoor and outdoor environmental conditions including extreme cold, heat and noise. Work is performed under the general supervision of the County Manager and is evaluated through observation, review of reports, and community acceptance.
Performs difficult technical work planning, organizing, and directing the activities associated with the collection, transportation, recycling, and disposal of solid waste. Directs solid waste planning activities; ensures program plans incorporate anticipated needs, trends, new technologies and changes in regulations; obtains legal opinions/advice as necessary regarding compliance and enforcement issues; supervises department contracts, develops bid specifications for equipment purchases; performs landfill operations to ensure compliance with US EPA, NCDEQ and other State and County departments established rules and regulations; and works with inspectors from NCDEQ and engineering consultants to implement changes as needed for operational efficiency and/or compliance. Plans, organizes, and directs the work of employees at solid waste collection sites, landfill operations, and solid waste transporting; hires, trains, and provides performance coaching and evaluation for department staff. Meets with the subordinate supervisors to solve more complex problems; sets priorities and deadlines, and provides guidance and direction. Develops and administers division budget; procures equipment, supplies and materials. Researches and recommends regulatory compliance and other management strategies to provide a cost effective and environmentally sound service; develops policy recommendations and advises County Manager and elected officials on related matters; designs and conducts public education programs. Coordinates the design, regulatory compliance, and documents closure of landfill areas in accordance with State regulations and permits. Collects data and submits reports to document compliance with State solid waste regulations. Plans and supervises activities of the recycling and inert waste programs. Develops and administers division safety training and programs. Performs related tasks as assigned.
Thorough knowledge of the laws, regulations, and compliance strategies regarding a lined landfill and solid waste management. Considerable knowledge of the engineering principles and practices applied to landfill management. Considerable knowledge of the County's personnel, budgeting, and purchasing policies and procedures. Considerable knowledge of modern supervisory principles and practices including motivation, communication, performance management, and leadership. Ability to analyze solid waste problems and implement effective solutions. Ability to establish and maintain effective working relationships with elected officials, other County staff, and the general public. Ability to present ideas effectively written and orally. Skill in the use of computers and other techniques related to maintaining records, writing reports and correspondence, and doing numerical analyses. Must be able to physically perform basic life operations of fingering, talking, hearing, and repetitive motions. Must be able to perform light work exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Must have visual acuity to prepare and analyze data and figures, perform accounting, operate a computer terminal, and do extensive reading.
Requires graduation from an accredited college or university with a degree in environmental engineering, civil engineering or related field and considerable experience in environmental, engineering or public management fields, including supervising staff and managing a solid waste collection and disposal program; or an equivalent combination of education and experience.
Possession of Solid Waste Association of North America Manager of Landfill Operation certificate or the ability to obtain within one year. Possession of a valid North Carolina commercial driver's license or ability to obtain within 60 days.
