Under the administrative direction of the City Manager, this position performs highly responsible managerial and administrative work in directing the short and long range plans and programs of the City's public works systems. Work involves ensuring that the work programs and budgets of the various divisions are coordinated to achieve their respective objectives. Work is performed with considerable professional and managerial independence within general policy guidelines. Work is evaluated by the successful accomplishment of both short and long range objectives, and by the efficient operation and maintenance of the systems.

This position is responsible for the day to day supervision and management of the Public Works Department to ensure facilities, infrastructure and systems are maintained efficiently and in accordance with federal, state and local standards and regulations, and in a manner which protects and preserves the City’s assets.

The individual must be savvy to the needs of large corporations who are doing solar development in Boulder City, and streamline the bureaucracy as they construct these large solar projects. Although Boulder City is essentially a landlord for these solar sites, it considers itself a “partner” in the development of these solar facilities.

Because Boulder City is very close to a large metropolitan area, the individual must understand the importance of working with other governments and regional boards and be extremely competent in that arena.

The ideal candidate must be a strategic thinker and planner that can lead the public works department and gain the trust of the community. To accomplish this, the individual must be professional, but also friendly and involved in both government and local affairs. He/she must be comfortable, accessible and responsive to the employers and residents of the community. An open door policy is not only appreciated—it is expected.

The guidelines utilized for this position include the city code, Nevada Revised Statutes, the Nevada Administrative Code, Federal Register guidelines, Regional Transportation Commission and Flood Control policies, state and federal environmental regulations, OSHA standards, union contracts, and city and department policies. These guidelines require judgment, selection and interpretation in application.

Representative Duties of the Public Works Director include:

· Plans, organizes, evaluates and directs the activities, programs and operations of the Public Works Department in the maintenance, construction and repair of streets, draining facilities, parks, equipment, vehicles and public buildings.

· Coordinates the planning, engineering and management of the City's capital improvement program in accordance with City policies, regulations and requirements.

· Coordinates City engineering activities and projects with appropriate federal, state, county and related agencies.

· Confers with the City Manager on plans, programs and activities of the Public Works Department.

· Develops plans for future operation and projected needs of the Public Works Department.

· Organizes and directs the selection, assignment, utilization, training, evaluation and discipline of personnel.

· Prepares the departmental annual budget and maintains actual expenditures within the allocated limits.

· Responds to public concerns, problems and complaints regarding Public Works Department projects and operations.

· Attends professional conferences and meetings and keeps informed on legal, technical and administrative trends in the field of public works.

· Confers with officials of federal, state, local agencies and industry regarding public works matters of mutual interest for establishment of cooperative agreements and contracts.

· Prepares written reports and correspondence as necessary.

The ideal candidate is expected to possess knowledge and level of competency commonly associated with the completion of a baccalaureate degree in Public Administration, Civil Engineering or a closely related field and experience sufficient to thoroughly understand the diverse objectives and functions of a municipal public works department, usually interpreted to require five years of full time experience in public works administration, three years of which must have been at a middle management level.

Recognized public works management and leadership achievement in a competitive metropolitan area involving significant intergovernmental and regional interaction is important. Strong leadership, communication, and management skills are required.

Possession of registration as a professional civil engineer in the State of Nevada or the ability to obtain one within six months of employment is required. American Public Works Association certifications are desirable.

Must possess a valid Nevada or border state driver's license, as defined by NRS 483
