The Capital Project Delivery team is responsible for the execution of design and construction projects in Metra’s Capital Program. Major areas of ongoing project activity include: Stations & Parking (new stations, major rehabs, smaller updates); Bridges (repairs, upgrades, complete replacements); and Metra Facilities (yard facilities, mechanical shops, office buildings; crew facilities). The team also provides design expertise in various engineering disciplines for track, infrastructure, structure and signal work involving other railroads. Reporting to the Senior Director, Capital Projects, the Director, Civil and Structural Engineering, will direct and plan civil and structural capital improvement projects for bridges, yards, and other Metra structures; lead and work with design teams; and coordinate track and structural work with other railroads. The primary duties include functioning as Metra's lead engineer for civil/structural capital design improvements, coordinating the work of consulting engineers and other professional staff performing planning, design, or investigative functions. Direct staff of engineers engaged in the design, planning, field studies, preparation of specifications and other construction documents for bridges, yards, facilities, culverts, and embankments. Develop and supervise programs designed to achieve departmental objectives and to ensure optimum use of materials, equipment, and personnel. Oversee design of projects, and approves project documents including project scope, design criteria, engineering specifications, cost estimates, and construction timelines. Manage and work collaboratively with Manager, Structural Engineering to update and maintain Metra's Bridge Management Program, including an accurate railroad bridge inventory, coordinate annual bridge audit inspections of all Metra managed structures, and respond to community complaints and bridge incidents. Approve time off, coordinate staff schedules, fill vacancies as necessary, and ensure compliance with departmental and company policies and objectives. Decide/implement staffing decisions, performance evaluations, and performance improvement, disciplinary, and/or termination procedures. Make recommendations regarding hiring, performance evaluations, disciplinary and/or termination procedures. Responsible for the safety objectives, goals, and program of the organization ensuring compliance with applicable safety rules and regulations. Works under both inside and outside environmental conditions under prevailing conditions of heat, cold, rain, and snow.
