(Full-time, Exempt). The City of Spring Hill is seeking to fill the position of Utility Director. This is a skilled, full time, exempt position under the direct supervision of the City Administrator. Administrative and managerial work is performed in the planning, organizing, and directing of overall operations amongst the Water and Wastewater Treatment Plants; and, the Water Distribution, and Sewer Collection. This employee must possess the ability to make prudent and independent decisions as they apply to daily activities. The incumbent in this position will supervise assigned employees; coordinate activities between departments, and maintain records and budgets for various projects. The Utility Director provides substantive and highly complex staff assistance to the City Administrator. The employee will perform other related and/or non-specific work as required, some of which will be mechanical.
ESSENTIAL FUNCTIONS OF THE JOB Plans, assigns and supervises the work, maintenance, installation, and repair of water or wastewater lines, meters and service connections. Coordinates equipment and personnel with the specific needs of projects. Sees that adequate material, equipment and supplies are available. Assist in the selection, supervision and training of staff. Maintains successful working relationships with professional boards, community and elected officials. Coordinates administrative activities including record keeping, and collecting/compiling statistics. Conducts studies assigned by the City Administrator and makes reports containing findings and recommendations for the solution of various problems. Prepares, presents and administers annual fiscal budget items related to water and/or sewer. Prepares/implements extensive recommendations and capital improvements program. Attends meetings, seminars, etc., as directed or as appropriate. Oversees inspection of water/sewer improvements installed by developers. Monitors contracts, compliance with permits, as well as federal, state and local laws, rules and regulations. Serves as a liaison between consulting engineers and the City Administrator. Performs other work as assigned.

REQUIRED KNOWLEDGE AND ABILITIES Effective communication skills, including the ability to succinctly and clearly present ideas and information both orally and in writing in a public forum; Ability to proficiently use MS Office Suite, including MS Word, Excel etc., as well as other relevant computing software; Ability to use ArcGIS and an understanding of its role in the department. Knowledge and ability to read meters and gauges correctly, and to act quickly and competently; Knowledge of occupational hazard and safety precautions; Knowledge of work zone safety; Ability to lift, move and carry heavy objects and to work under variable weather conditions; Ability to carry out instructions; Ability to establish/maintain an effective working relationship with the public and other employees; Knowledge of the organization and operation of both the City, and outside agencies as necessary to assume assigned responsibilities.
Must possess a Bachelor’s Degree in Engineering; Must possess Professional Engineer (P.E.) licensure from the State of Tennessee; Must possess a valid Driver’s License; 10 years experience in water or wastewater system maintenance or construction, hydraulic engineering, or civil engineering of which some experience having been in an increasingly responsible administrative or supervisory capacity
