Director of Water Resource Protection
The City of South Portland’s municipal wastewater collection and treatment facilities serve over 25,000 residents, as well as businesses that employ 25,000 additional personnel across thirteen square miles in our city on the Maine Coast. This is an opportunity to lead a premier department, overseeing a team of 30 employees, in a forward-thinking, community-oriented city. The Director is a department head level position responsible for the complete operation, maintenance, and administration of the Water Resource Protection Department, which includes the City’s Engineering Division. This department is responsible for all wastewater and stormwater utility infrastructure and assets pertaining to the 9.3 mgd secondary wastewater treatment plant, 28 pump stations, and 170 miles of sewer and stormwater collection systems. The department administers the City’s MEPDES and MS4 discharge permits that include the Industrial Pretreatment Program, Stormwater Management Program, and Combined Sewer Overflow Abatement Program. The Director is responsible for the performance of the department sewer/storm infrastructure, all its regulatory responsibilities, and all its department employees. The Director reports directly to the City Manager.
Applicants must have a Bachelor’s Degree in environmental science, public health, engineering, public administration, or a closely related field. Must have five (5) years of experience relating to the administration, construction, repair, operation, and maintenance of wastewater treatment systems, pump stations, and collection systems, or any equivalent combination of education and experience. A Maine Grade 5 - Biological Wastewater Treatment Plant Operator license is preferred, or alternatively, must be able to acquire within eighteen (18) months of initial hire. Must possess and maintain a valid Maine State Class C driver’s license for the duration of employment.
The City is seeking applicants with experience and skill in leading a team, planning, operations, and administration, plus the ability to assess department effectiveness and effect positive change. Must possess the ability to develop, present, and manage capital and operating budgets for a sewer user fund, and to establish user fees. Must possess the ability to establish strong working relationships with staff, other City departments, and regulators, as well as being responsive to the general public. Must possess strong ethics and a commitment to public service.
