THE POSITION: The Public Works Director is a self-directed and highly accountable position providing oversight, direction and leadership to the Public Works Department. The Public Works Director will be responsible for a full range of Public Works services through a staff of 58 FTE and will have the ability to work through independent action and decision making within the framework of Council goals and general direction of the City Manager. This dynamic, innovative leader will guide the department both through long range planning and everyday operations and will accomplish goals through the effective delegation of authority to the Public Works team with a focus on customer service.
The successful candidate will possess strong communications skills and the ability to connect with staff, elected officials and the community. Strong skills in vendor and contractor management and accountability are essential. Exceptional financial acumen and budgeting expertise are critical in the management of the multiple funds and large scale expenditures required. The Public Works Director must have the ability to manage time and priorities to meet the demanding work load of the Department. In addition, the Director will serve as an essential, active member of the City's management team.
THE DEPARTMENT: The City of Roseburg's Public Works Department accomplishes its work through multiple divisions: Engineering and Administration, Street Maintenance, Facilities Maintenance, Water Treatment, Water Distribution, Airport and Parks and Recreation. The Public Works Director directly supervises four Superintendents, a City Engineer, Staff Assistant and Parks and Recreation Program Manager who carry out the City's and Director's vision through subordinate staff. The Department includes both represented and non-represented employees. The annual operating budget for the Department is approximately $26 million across multiple funds.
MINIMUM QUALIFICATIONS: A four year college degree in Civil Engineering or related field is required. The successful candidate will have five or more years of progressively responsible experience in public works related operations with at least two years in a supervisory and administrative capacity in a related field, or additional experience and education enabling the candidate to perform the essential functions of the position. A valid driver's license is required, as well as the ability to pass reference and background checks. Â Registration as a Professional Engineer is highly desired.
COMPENSATION AND BENEFITS: Salary range is $9,079 - $11,622/ month. The City provides a generous benefits package including medical, dental, vision, long term disability and life insurance. Benefits costs are paid by the City with the exception of a moderate contribution toward the medical premium based upon the level of coverage. The City provides HRA/VEBA contributions to assist with unreimbursed health related expenses as well as a number of optional supplemental benefits. The City participates in the State of Oregon Public Employees Retirement System (PERS) and currently pays the entire contribution on behalf of employees. A deferred compensation plan is also available to allow employees to contribute to their own retirement. There are 11 paid holidays. Sick leave is earned at eight hours per month with no maximum accrual at this time. Vacation is earned based upon years of service, and Department Heads are provided with an additional 40 hours of paid administrative leave annually.
