Contra Costa Water District has an immediate opening in our Engineering Department for an Associate Engineer. The successful candidate will be an integral member of the team responsible for designing and constructing improvements to the District's treated and untreated water storage and distribution systems. The candidate will be responsible for designing new applicant services, managing and designing $5 million in annual treated water pipeline work as part of the capital improvement program, and coordinating pipeline improvements with City sponsored projects. Additionally, the position will develop construction cost estimates, participate in project design reviews, administer construction and consulting contracts, and coordinate engineering and construction activities with other District departments.
As a member of the Engineering Department, the successful candidate will be a technical resource throughout the District, including support to the Operations and Maintenance Department, Planning Department, and team with engineers whose responsibilities include untreated water reservoirs, water treatment plant improvements, Los Vaqueros watershed facilities, and untreated water facilities. Disciplines that are recognized as contributing toward these assignments include civil, mechanical, structural, geotechnical and environmental engineering. CCWD focuses on training and mentoring employees to ensure ongoing technical, project management, and professional growth and development.
The District is currently planning several large-scale, regionally significant projects. The Los Vaqueros Reservoir Expansion Project, currently in conceptual design phase, will include raising the existing dam and installing new recreational and water conveyance facilities to provide water supply and water quality benefits to the Bay Area Region. The 2,300 acre former Concord Naval Weapons Station Development will require design and construction of recycled and treated water conveyance, storage, and distribution facilities. Lastly, the Canal Modernization Project will modernize the 48-mile long Contra Costa Canal. As these programs develop, they will provide unique and exciting opportunities for professional experience and career growth with the District.
CCWD has an exciting opportunity for an Associate Engineer in the Engineering Department. The individual selected for this position will be a regular-status employee and entitled to all terms and conditions of employment as specified in the IFPTE, Local 21 MOU including but not limited to Section 13 & 22. An existing Project position is currently filled by a Senior Engineer who previously held a full-time permanent position. Consistent with provisions of the Local 21 MOU, this position may be impacted by the return of a permanent employee from a Project position.
The Associate Engineer is the full journey level class within the Engineering series. This classification performs professional engineering work in the planning, design, construction and operation of water systems, facilities, and related projects.
The Associate Engineer receives direction from supervisory or management personnel, exercises technical and functional supervision over professional and technical staff, and may exercise direct supervision over technical staff.
The Associate Engineer class is distinguished from the Assistant Engineer by the assignment of the full range of professional duties and the employees acquisition of a Principal Engineer license. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies within the work unit. Movement to this level is contingent on meeting performance standards established by the District and the resource management needs of the organization. Advancement from the entry level to the journey level is in accordance with District policies and procedures.
The Associate Engineer class is distinguished from the Senior Engineer in that the latter performs engineering activities requiring a high level of skill and independent judgment and exercises direct supervision over assigned professional engineering staff.
