The Senior Civil Engineer is responsible to plan, organize and manage an engineering division of the Public Works Department such as Design, Construction or Transportation and Development. Critical duties include managing the most complex, innovative and large-scale engineering projects, preparing and managing a division budget, and managing a team of professional and technical staff directly and through subordinate supervisors.
The Resource Management Agency (RMA) was formed to optimize the County's delivery of land use related services. RMA has 26 distinct areas that are responsible for a wide range of important County functions, including constructing and maintaining public infrastructure, developing and enforcing land use policy and regulations, ensuring building regulations are met, conducting development review, developing capital projects and maintaining County facilities. The Resource Management Agency's new organizational structure includes the following divisions: Land Use and Community Development, Parks, Public Works and Facilities, and Administrative Services.
Examples of Duties:
Plans, organizes and manages an engineering division of the Department to accomplish the design, construction, maintenance and modification of public works projects, services and facilities.
Conducts and guides subordinate supervisors in performance appraisals, employee counseling and documentation, discipline, and determination of merit increases; selects candidates for employment; provides for employee training and development.
Performs long term planning, and works with other sections, divisions and departments to coordinate assigned activities with other functions.
Represents the Department to the public, the media, other agencies, developers, contractors, and consultants.
Develops requests for proposals, screens and selects consultants, and administers contracts for consulting engineering and contract construction services.
As the Department's highest level expert in a broad area, may manage the largest scale, most complex, and/or innovative engineering work; analyzes or reviews complex engineering problems, evaluates alternatives, and recommends and implements effective courses of action.
Prepares and administers the division budget; monitors and approves expenditures; prepares, submits, coordinates and administers (or oversees same) grant applications for external funding of major projects.
Develops, implements and ensures adherence to standards, guidelines, policies and procedures for the execution of public works engineering and construction or transportation and development activities.
Prepares or reviews complex engineering studies, reports and documents; reviews and ensures proper completion of reports, records and other documentation.
Attends and conducts staff, committee and related meetings and sessions.
Reviews activities and projects in the field to ensure agreement on specifications, progress, quality, etc.

Any combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment listed above is qualifying. An example of a way these requirements might be acquired is:
Education: Equivalent to completion of a Bachelor's degree in civil engineering at an accredited college or university
Four years of professional and supervisory public works engineering experience with at least two years at a level equivalent to Civil Engineer at Monterey County.
REQUIRED CONDITIONS OF EMPLOYMENT As a condition of employment, the incumbent will be required to:
1. Pursuant to Section 6730 of the California Business and Professions Code, must possess a valid certificate of registration as a Civil Engineer issued by the California State Board of Registration for Civil and Professional Engineers; and
2. Specified positions may also require a valid California Class C Driver License and a satisfactory driving record.
