The Technical Programs Manager is responsible for supporting the delivery of transportation system management and operations and transportation safety resources into the Institute of Transportation Engineers programs and publications through the creation and delivery of content to the community of practice. This position completes a variety of technical assignments and professional capacity building activities working collaboratively with different teams, exercising considerable independent judgment in one or more specialized area of transportation systems management and operations or transportation safety programs involving project management, research, planning, design, and technology. The position reports to the Associate Executive Director / Chief Technical Officer. This position may serve in an up to quarter-time role as Technical Services Manager supporting the National Operations Center of Excellence.
Conducts technical activities in transportation system management and operations, transportation safety, and related areas of practice to prepare contract deliverables.
Supports and/or manages individual projects/task orders in areas of practice including the project management plan, schedule, subcontractors, interns, reporting requirements and deliverable submission.
Provides technical input, support and creation of the professional capacity building program webinars and workshops including the identification of topics, speakers and as appropriate facilitating or delivering training.
Provides technical expertise, support and input in the planning and preparation of newsletters, professional journals and other publications. Works with authors, technical committees, and review panels; and reviews technical content in the preparation of publications.
Supports assessing, actively organizing and managing the delivery of emerging best practices forums, peer exchanges, webinars and/or workshops. Supports the development of program tracks and other activities at regional and international conferences. These events will promote the sharing of best practices, lessons learned, emerging technologies, and research and development opportunities.
Creates, coordinates and expands collaborative activities and provides updates to transportation leaders, transportation organizations (state DOTs, regional and local agencies), research panels, partners and other key industry groups (ITSA, AASHTO, NACTO, IMSA, APWA, TRB committees etc.) in the areas of practice.
Supports advisory groups and practice communities including their input to stakeholder outreach and engagement plans, and updates.
Responds to technical inquiries in areas of practice to member and organizations through e-mail, phone or the web to identify best practice material and other resources to address specific technical and policy issues.
Organizes and conducts various periodic surveys. Produces descriptive and graphic executive summary of the results.
In support of the National Operations Center of Excellence:
Incorporates ITE strategic goals and interests in the operation of the Center.
Provides oversight to the NOCoE Technical Service Program which includes capacity building opportunities such as webinars, peer exchange, workshops, speaker’s bureau, national TSM&O summits etc.
Prepares material for NOCoE Board meeting and draft meeting minutes.
Supports the NOCoE leadership in the development of presentations and speaking points, production of the brochures, flyers, posters, signage and other communications.
Represents the NOCoE on behalf of the NOCoE Executive Director at meetings and in phone and emails communications, and other items as directed.
Supports the NOCoE Executive Director with listening sessions and exhibits at national summit, other major conferences and meetings.
Supports the NOCoE leadership with the assessment of TSM&O research and development and coordinates its integration into the Center.
Recommends changes to enhance the technical services provided by the Center to the TSM&O community and assists in building and supporting these services.
Knowledge of latest techniques and processes in the theory and practice of transportation system management and operations and/or transportation safety.
Knowledge of intelligent transportation systems technology and applications.
Knowledge of the relationship between transportation system management and operations and/or transportation safety and other transportation practice areas such as transportation planning, transit, complete streets, etc.
Knowledge of public agency organization, capability and delivery of transportation engineering projects at local, regional, state and Federal levels of government.
Knowledge of project management methods/techniques.
Knowledge of practices of researching engineering and design issues, evaluating alternatives, making sound recommendations and preparing and presenting effective reports.
Knowledge of Microsoft Word, Excel, PowerPoint, email, web meeting and various database programs, and project tracking software packages.
Excellent verbal and written communication, interpersonal and leadership skills.
Strong interpersonal relationship skills with the ability to establish and maintain cooperative and effective, positive working relationships with other employees, government officials, contractors, association members, and the general public.
Ability to read, analyze and interpret professional journals, technical documents, government regulations and other engineering products acquired through advanced professional training.

Other Specific Qualifications:
Minimum of three years of professional experience including transportation systems management, transportation safety, traffic operations, and/or traffic engineering experience;
Undergraduate degree and preference for Master’s degree in civil engineering, planning or other transportation-related curriculum with course work in transportation engineering.
Preference for registered Professional Engineer and Professional Transportation Operations EngineerTM or Roadway Safety Professional certification.
Position will require periodic travel to conferences, meeting and other related activities.
This position is based in Washington, DC but daily commuting to the ITE Headquarters office may not be required, depending on the selected candidate's experience and ability to work independently.
Must possess and maintain a current driver's license or other form of government identification.
