Senior Assistant County Engineer:
This position is under the supervision of the County Engineer, is responsible for either the engineering or construction and maintenance operations for Burleigh County. Will perform complex civil engineering work, project inspection, record keeping and document preparation, planning road improvements, determining priorities of projects, supervise county projects, and assist with budget planning and administration. Directs and coordinates design, construction and maintenance projects.
Directs and oversees highway construction projects or maintenance operations such as snow and ice removal, weed mowing and directing gravel operations. Supervises subordinate employees.
Oversees and supervises subordinate staff to assure conformity with design and specifications and submit necessary documentation.
Oversees project coordination and determines the scope of assignments.
Designs and prepares construction plans by providing technical and administrative direction to the department.
Reviews and approves plans, specifications, and project activities.
Performs inspection of highway construction sites, verify quality of work and quality and quantities of materials used, prepare federal and state reports.
Negotiates with public and private utilities for project specifications and activities.
Responds to a variety of inquiries from citizens, public officials, contractors, and consultants. May negotiate services with interested parties. Resolves issues as necessary.
Prepares a variety of inspection reports on roadway problems, and coordinates and oversees a variety of highway projects to ensure completion.
If no qualified applicant is found as the Senior Assistant County Engineer, Burleigh County will consider applications as a Road Superintendent.
Hire, train, schedule and monitor workloads, enforce safety regulations, and evaluate performance of all employees assigned to highway and shop maintenance.
Plan and direct gravel road and highway construction, culvert replacement and maintenance activities, snow and ice removal, weed mowing, and other activity associated with highway maintenance.
Locate and negotiate purchase of gravel deposits, and monitor contractors working with the County.
Administrate County drug and alcohol testing in compliance with DOT regulations; train employees in equipment operations, safety, and risk management issues.
Research and draft specifications for equipment and vehicles, generate equipment purchase expense for budgeting, and authorize various purchases of equipment and supplies.
Analyze and authorize project codes and billings, approve expenditures, and sign purchase orders for payment.
Communicate with the general public to resolve complaints and respond to various township requests.
Generate and maintain records and various reports to track project and equipment maintenance costs.
Senior Assistant County Engineer:
Requires a Bachelor’s degree in Civil Engineering or a closely related field. A minimum of six years experience in highway design, construction inspection or maintenance operations. Three years of experience in highway design, construction inspection or maintenance operations after obtaining their professional engineers license.
Must have computer skills to include familiarity with standard engineering software programs.
Must possess a valid Class D North Dakota driver’s license with a clean driving record.
Must have the ability to read and interpret engineering plans and specifications, and be skilled at written and verbal communications dealing with technical subjects.
Must have reasonable interpersonal communication skills and be able to interact with fellow employees, professional staff, contractors, and the general public.
Must have working knowledge of construction materials and testing equipment and the ability to perform quality tests on road building materials.
Certified as a professional engineer in the State of North Dakota.
Must have a Bachelor’s degree in Construction Management or a closely related field, and a minimum of five years of experience in the area of highway maintenance with a minimum of two years of supervisory experience and/or the equivalent combination of education and experience.
Must have thorough knowledge of methods, material, and equipment necessary for proper road construction and maintenance, basic knowledge of bridge construction, and ability to operate road maintenance and construction equipment.
Must have considerable knowledge of the hazards and applicable safety precautions of road work.
Must possess a North Dakota Driver’s license with a clean driving record. Preference will be given to applicants with a Class A CDL driver’s license.
Must have experience in a very similar position with knowledge of governmental structure and operations.
