General Statement of Duties
The Planning & Development Department for the City of Eugene is seeking a positive, productive individual that enjoys providing excellent customer service to the community and can thrive in team environments. The position will be on the Building & Permit Services team and will perform professional level reviews for the structural engineering of complex structures.
This is a fully skilled journey level class within the professional plan review series and requires registration as a structural or civil engineer. Employees in this class are distinguished from the Plans Examiner by the greater complexity of the constructions plans reviewed, the responsibility to provide professional level and lead direction to other technical staff, and the greater independence with which an incumbent is expected to operate. Incumbents are expected to complete complex engineering related assignments (i.e. multi-story buildings, towers, unconventionally loaded structures, structures designed using non-empirical engineering methods, structures using non-standard construction material) requiring the use of judgment and initiative in developing solutions to problems, interpreting general policies, and determining work assignments. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.
Receives general direction from the Plan Review Supervisor. Provides technical supervision to lower classifications.

Examples of Duties Performed - Duties may include but are not limited to the following
Examines structural engineering construction plans and calculations for commercial, industrial, multi-family and residential buildings for compliance with Oregon State Specialty Codes and referenced engineering standards and practices, and other applicable standards, codes, ordinances and zoning requirements. Confers with architects, engineers, contractors and owners on proposed projects to identify code deficiencies and identify issue resolution options. Answers questions and advises design professionals and the public about policies and procedures concerning various construction related codes. Provide technical advice, training and expertise to commercial plans examiners and residential plan reviewers on applicable state codes, structural engineering principles, and construction practices. May perform field inspections to ensure structural and engineering standards are met and are in compliance with code; advises building inspectors of unusual design, construction or installation problems. Identifies solutions to correct defects or inadequacies found; requires that corrections be made to meet the requirements of pertinent codes.
