THIS RECRUITMENT WILL BE USED TO HIRE PERSONS THAT SUPPORT THE DEVELOPMENT OF MAJOR CAPITAL PROJECTS WITH DEDICATED FUNDING. THE DURATION OF THE EMPLOYMENT WILL BE CONTINGENT UPON THE AVAILABILITY OF FUNDING FOR THOSE PROJECTS.
The Project Controls Manager is responsible for all cost, schedule and estimating efforts associated with assigned capital project(s). This position maintains the project schedule utilizing project management software, develops and maintains all cost control and earned value systems, monitors and reports program and project status, identifies and analyzes performance trends, forecasts cost and schedule results, performs the lead role in the analysis and owner case preparation for contractor time-related impact claims, and prepares a variety of text and graphical cost and schedule reports.
EXAMPLES OF DUTIES / KNOWLEDGE & SKILLS:
Establishes, maintains, and implements cost and schedule management reports for the assigned capital project(s). Reviews the monthly contractor's payment applications to assure accuracy, earned value and coordination with the contractor's schedule progress.
Prepares Independent Cost Estimates (ICE) for potential changes to the contract utilizing project drawing sets, field observation and general construction knowledge.
Oversees, prepares and/or reviews cost estimates and budgets, prepares reports to document planned versus actual budget performance, conducts and interprets earned value, monitors trends, prepares cost forecasts.
Supervises the work and work product of consultants and/or related project contractors ensuring quality work products and timelines are met.
Utilizes Critical Path Method (CPM) scheduling techniques and practices to develop and maintain cost and resource loaded schedules which accurately depict major activities, durations, milestones, and relationships. Reviews the contractor's monthly schedule submission with progress in the field. Prepares a written report for Valley Metro including graphical representations of the contractor's ability to achieve the overall project goals. Prepares Time Impact Analysis reports for all contractor requested extensions of time.
MINIMUM QUALIFICATIONS & REQUIREMENTS:
Bachelor's Degree from an accredited college or university in Engineering, Construction Management, or a closely related field. Six (6) years’ experience performing project coordination and project control functions; including two (2) years of lead or supervisory experience, OR an equivalent combination of closely related education, training and work experience.
•Proficiency with Primavera Enterprise Project Portfolio Management (PPM) software is highly desirable.
•Project control on rail transit, engineering design, and construction project management preferred.
•Budget administration and analysis, contract administration, financial data analysis and reporting is highly desirable.
•Experience with project delivery methods, such as Construction Risk Management and monitoring work product of consultants and/or related project contractors is highly desirable.
