Leads the Contract Management Services (CMS) department, and processing teams within CMS, in the development and application of quality assurance activities that result in achieving customer satisfaction, reducing costs, and providing continuous improvement in processes and procedures. Provides experienced guidance to CMS management and maintains positive and professional relationships with internal and external customers including other departments at Bremerton Housing Authority (BHA) and the Department of Housing and Urban Development (HUD).
Education: Bachelor’s Degree in public administration, business, or other related field with coursework in quality assurance.
Certification: At least one quality assurance certification such as, Six Sigma, Lean, TQM, Kaizen, ISO, or other related quality improvement systems.
Experience: At least five (5) years’ experience in a professional Quality Assurance position and at least two (2) years as a successful Manager or Supervisor. Experience will include applying sound project management principles and practices with a proven track record in leading change management efforts. Experience must demonstrate the ability to facilitate QA activities and quickly learn detailed practical knowledge of a wide range of policies and procedures for the servicing of the Performance Based Contract Administration (PBCA) programs and the ability to analyze and develop solutions to complex oversight issues.
Additional Experience: Two (2) years’ experience within a Public Housing Authority, HUD, or licensed property management company specializing in Project Based subsidized housing is a strong plus.
Bremerton Housing Authority has the discretion to accept any other equivalent combination of education and experience when specifically relevant.
Facilitating business modeling and process reengineering workshops utilizing business workflow modeling and simulation tools;
Establishing and maintain positive and effective leadership and working relationships with diverse groups including employees, government agents and community partners.
Quickly gaining knowledge to interpret and apply applicable federal, state and local laws, practices and techniques required to perform duties of the job;
Effectively using staff resources when performing duties such as planning, directing, motivating and evaluating the work of subordinates;

Managing and supervising staff and programs in accordance with the Housing Authority’s requirements as a PBCA;

Maintaining confidentiality of resident profiles, history and/or personal information, in addition to information that is of confidential nature to BHA in general;

Displaying willingness to make decisions; exhibiting sound and accurate judgment; supporting and explaining reasoning for decisions; including appropriate persons in the decision making process; making timely decisions;
Managing multiple priorities, deadlines and schedules and meeting productivity requirements in the face of changes, obstacles or other unexpected events;
Showing consistent performance within the workplace that is consistent with BHA’s agency of character and is a demonstrated role model for QA staff with the ability to build and nurture a positive working relationship with CMS staff and managers;
Leading planning, change management, and problem solving scenarios; and to logically arrive to reasonable solutions and/or decisions to difficult problems;
Analyzing root causes and identifying efficient and effective solutions to systemic and complex issues and then re-evaluating outcomes so that there is always continuous quality improvement;
Demonstrating behaviors that contribute to staff’s positive perception of the QAA staff and program approach and has the necessary skills required to champion quality through all organization levels; and
Demonstrating in depth application of quality improvement methodologies/tools, project management, team facilitation, education, consulting skills, and data measurement and analysis exercises.

Contract Management Services (CMS) is a non-profit instrumentality of the Bremerton Housing Authority (BHA) which was established in April 2011 to exercise essential governmental functions on behalf of BHA. CMS contracts with BHA for the provision of services to conduct Performance Based Contract Administration (PBCA) for the U.S. Department of Housing and Urban Development (HUD).
