The successful candidate will either be hired as a Civil Engineer I or a Civil Engineer II, depending on qualifications. The Civil Engineer I position performs entry level professional civil engineering work and the Civil Engineer II position provides highly responsible, complex engineering services. Work involves design of municipal infrastructure including conception, investigation, evaluation, planning, design, and construction of municipal infrastructure systems, primarily in the area of storm drainage. The Civil Engineer position reports directly to the City Engineer.
The Civil Engineer I must possess an Engineer Intern certificate, having passed the Fundamentals of Engineering examination, and the Civil Engineer II must possess a Professional Engineering License in the State of Illinois or one of the other 49 United States with reciprocity with the State of Illinois is preferred.
REQUIRED KNOWLEDGE AND SKILLS
Bachelor’s degree in Civil Engineering or a closely related field from an ABET accredited school.
1 to 3 years’ experience for a Civil Engineer I and 3 to 5 years’ experience for a Civil Engineer II. All experience must be directly related to civil engineering.
1 to 2 years’ experience directly relating to the design, construction, and rehabilitation of storm drainage infrastructure.
Possession of or ability to possess a valid State of Illinois driver’s license.
Considerable knowledge of the principles and practices of civil engineering.
Knowledge of the application of surveying principles, practices, and use of related equipment.
Knowledge of construction practices, materials and equipment.

Ability to understand, apply and analyze comprehensive and/or complex written civil engineering documents, reports, designs and construction documents; Federal and State controls, regulations and laws; and policies, procedures, codes and ordinances.
Ability to independently evaluate, select and apply standard engineering techniques, procedures and criteria using judgment in making minor adaptations and modifications.
Ability to effectively communicate with those contacted in the course of work including the general public, community groups, government officials, contractors, fellow workers and superiors.

Prepares plans, details, specifications and standards for moderately complex capital construction projects to assure compliance with City standards and specifications through the application of conventional engineering formulas and procedures.
Prepares detailed material and quantity estimates and corresponding cost estimates for projects.
Reviews shop drawings for compliance to project specifications and standards.
Reviews progress payments to contractors.
MAJOR DUTIES CONTINUED
Provides technical assistance to other staff.
Assists survey party in performing surveys for design, rights-of-way, construction staking, as-built information and investigations; and may operate survey equipment including levels, total stations, and GPS units.
Reviews the accuracy and completeness of prepared technical drawings for use in design work.
Researches or reviews property ownership and interprets, writes and plots legal descriptions.
Coordinates work with other City staff, other agencies, contractors, consultants and the public.
Prepares reports recommending public infrastructure needs, timing, costs to repair, etc.
Reviews plans and specifications for compliance with City standards and specifications.
Responds to written, telephone and personal inquiries from the general public, consultants, contractors, other agencies, utility companies and other City staff for information relating to engineering operations, requirements and responsibilities.
Performs and prepares comprehensive and/or complex civil engineering designs, studies, cost estimates, investigations, and analyses of matters relating to public infrastructure systems. Reviews project designs, and related specifications for compliance with engineering principles and practices, controlling standards and specifications, regulatory standards and contractual requirements. Provides professional engineering assistance to other City department staff as assigned.
Administers design and/or construction projects performed by private consulting or contracting firms.
Prepares comprehensive written documents, correspondence, and reports for City staff, City Council, or the public on matters of technical, operational, or general information. Prepares periodic written status reports for projects, special assignments, work programs, and mandatory reports to outside regulatory agencies. Responds, orally and/or in writing, to written telephone and personal inquiries and complaints from the general public, consultants, contractors, other agencies, utility companies and other City staff in a timely and courteous manner. May be required to make public presentations on municipal infrastructure improvement projects.
Identifies, recommends, and manages programs for the operation, maintenance, rehabilitation, and construction of public infrastructure systems.
Recommends and prepares annual proposed capital improvement and operation budgets for assigned areas of responsibility and projects. Prepares loan and grant applications for state or federally funded programs and projects.
Coordinates work with City staff, other governmental agencies, utilities, consultants, contractors and the public including both individual and corporate entities.
Reviews technical reports, laws, proposed regulations, and standards to assess impacts to City operations and programs.
MAJOR DUTIES CONTINUED
Attends and/or conducts meetings for the planning, design, coordination, or construction of public infrastructure improvements.
Periodically reviews and recommends new or updates to City regulations, fees, standards and specifications associated with public infrastructure systems. Prepares recommendations for new or updates to policies, procedures, codes, and ordinances. Recommends and establishes the implementation of new operational and administrative programs.
Attends training sessions, conferences and seminars.
Performs personnel management duties to include preparation of regular performance evaluations, providing progressing discipline as necessary in accordance with applicable labor agreements; maintaining documentation of all personnel actions; responding to grievances as may be necessary; providing documentation of the basis for grievance response; communicating expectations of job performance to subordinates, maintain open and frequent communications with subordinates, colleagues, supervisors and the Public Works Director.
Performs related work and other duties as assigned.

PENSION: The City of Decatur contributes to the Illinois Municipal Retirement Fund. Employees also contribute at the rate of 4.5% of gross pay. Employee contributions are refundable if employment ends before retirement.
OTHER: The City offers a three-tier Preferred Provider Option (PPO) and a high deductible health insurance plan for employees and their dependents. Employees contribute toward the monthly premium for single coverage and/or family coverage through payroll deduction. The City provides a life insurance policy at one times the annualized salary plus an additional $5,000 at no cost to the employee. Dependent coverage is offered. Employees may purchase additional term life insurance sponsored by IMRF. Employees may participate in a voluntary group dental and vision insurance plan. Deferred compensation is also available.
The City Manager, Department Directors, City Clerk and other officers as required by law, and all employees covered by this policy who are hired after May 16, 2016, shall reside within the corporate limits of the City of Decatur. Upon original appointment, such appointees may reside outside the corporate limits but will establish residence within the corporate limits of the City within twelve (12) months of appointment.
